Is it better than doing it on the outside for less (using aftermarket parts)?
'01 Nissan Sentra...just over the warranty limit: 86K miles

Why does it need a new cat. Did you ask if Nissan would give you extended warranty coverage for the part.
Its very unusual for O2 sensors and cats to fail under 100,000. My 1991 Paseo has 200,000 miles and still meets emissions standards.
Bring it somewhere else and get a second ot third opinion.
You would save a $1000 with aftermarket prices.

Do you live in a state that has smog testing? If not; are these parts really needed?

You can probably get it done for about half that if you go outside to do it.
Dealers always overcharge.

How do we KNOW that they are necessary? Based on a computer code? Or based on diagnostics?
It is important to know that many shops including dealer shops pay "Flat-Rate" and may not engage the full diagnostic routine(s) necessary to determine the need for these parts.
If there were diagnostics involved, I would be interested to know what were the results of the tests.

after market part are just as good as deakerships you are onley buying the name quality is normally the same

i find it hard to beleive your o2 sensors and cat converter are bad with only 86k miles. get a second opinion
