I lived in South Florida for 25 years and moved up to the Seattle area about five years ago.
Tampa - lots of old people. Very boring. Very flat. Very hot. Very humid. No chance of snow. Zero culture.
Seattle - lots of young people. Lots of things to do. Thriving music scene. Great culture - lots of nationalities here. Mountains, lakes, ocean. Moderate climate. Not humid. Occasional snow in the winter but NOTHING like what you've dealt with in the midwest. But a mere hour and half drive East and you can be in three different ski areas!
But then if you're from the Midwest and conservative, then you may not fit in over here. People are very liberal and very open minded and we really don't like conservatives :)

Sorry I don't know much about Tampa Bay but I lived near Seattle and think it is an awesome city it is very beautiful the people are very nice, the climate is great if you are sick of the Midwestern deep freeze, and don't mind rain for long periods of time (most of the winter months) trust me you get used of it, not to mention the spectacular mountains around Seattle and beautiful State Parks especially if you are an outdoors enthusiast! Good luck on your new adventure!

Seattle is expensive, cold, and rainy; Tampa is cheaper, warm, and sunny. I know which one I'D choose :-)

Seattle has a high cost of living, schools are hit or miss and the weather just truly sucks. It rains most days. I moved here from Dallas and have never been so sun deprived in my life! Not to mention the people cannot drive, are rude, etc. Groceries here literally cost twice what they did in Dallas, home prices are 40% higher, it is just all around a miserable city to live in. Crime rates are pretty high as well, even in the suburbs. Thefts, murders etc.

Tampa Bay will be cheaper than Seattle; the northwest has some scary taxes (Oregon and Washington) from what I understand.
I can't speak on schools nor crime.
