Because group values are personal values that are shared. This is important as not all personal values apply to everyone or are shared by everyone. For example many people value a marriage consisting of an opposite sex couple and insist that if you are not a heterosexual couple, you should not be married. This obviously discriminates against same sex couples, or alternative marriages that exist in other cultures.
