There is an old (great, sad) novel/book/movie called "Oliver" written by Charles Dickens. In that story, there is a character called the "artful dodger" who gets away with everything (thievery mostly) because he's cunning and fast. Now, when someone refers to an artful dodger it usually means they have those characteristics. It's not really a compliment though.
