I've been a resident of Texas for 20 years and not only is it legal, but it's like a unwritten law. But only on rual two lane roads. You wouldn't want to do it on a freeway in Houston or Dallas

It is also customary to wave at passing motorist. That's one reason Texas is called The Friendly State.

No...not on a freeway, but yes... on country roads. It's a very common practice, but there aren't shoulders on those farm to market roads. You just pull over to let another person pass.

That doesn't matter, because if there's a double yellow line, it's illegal for them to pass you, unless you're in distress on the shoulder.
