My answer has more to do with diet. I have seen other creatures besides people get drunk. Squirrels will eat fermented apricots off the ground. I've seen squirrels drop off from high branches with a thud, pick themselves up, and head back to the apricots.
However, the T rex was a meat eater, and that diet would not provide alcohol. I assume they got their water from streams, lakes, puddles, etc., and those wouldn't provide alcohol either. So the likelihood of one of these dinosaurs getting drunk seems pretty small to me.

lol, can you image him stumbling around on the street trying to use his little arms to get to his carkeys and hand them over to the spinosaurus who has a higher tolerance due to body size?

Depends on whether it has Alcohol dehydrogenase, the enzyme that metabolizes alcohol in the liver. How do we find out if it had it or not????.......
