I don't want to get into a war of definition here, but if you ask for the oldest CITY then Jericho does not qualify because back then it had a maximum of only a few hundreds of dwellers.
A city would be more like a few thousands of dwellers.
In this case the city of Uruk, in today's Iraq, would be the answer with 50'000-80'000 people at its peak.
It was between 4'000 and 3000 BCE.

Wiki shows both Jericho and Damascus as being AMONG the oldest cities in the world. In fact, if one considers the 9000 BC given for Jericho's origin and the 8-10,000 BC range given for Damascus, the latter might have the edge. Such things are highly speculative - but fun!
