You need a plumbers snake. They sell a cheap version at hardware stores and maybe wal-mart. Plumbers usually charge about $75 an hour. more on a holiday

It might be clogged down deep. I had that happen once. I had to unbolt the toilet, lift it up and put it aside temporarily. When I did, I saw the problem instantly: the clog was in the pipe coming out of the floor, where it met the seat. And the reason for the clog was that there was a misalignment in the piping which provided an area for junk to accumulate in. Yea, I saved money doing it myself, and it didn't take hardly any tools or much time, but it was nasty!

Just an Idea. Try aggressively plunging it. When I say that I mean everthing you got. I know it will be gross and water will go everywhere, but be mad at it so to speak.
Have you tried a plunger?

plumbers are expensive. have you tried liquid plumber or one of those type things to see if it could break down whatever is plugging it up? You could have a clog in one of the pipes that could be anything. The last time we had a plumber it was $90 an hour and he was there for 3 hours. This is in PA. And if it is a holiday or an evening, it will be even more expensive.

Just call and ask them how much it would cost to have them come out and fix your toilet. If you explain to them what the problem is, most plumbers will know what they have to do and could give you a pretty good estimate. The only thing is if they run into a problem, it would obviously cost more.

borrow a wet vac, wrap a small towel around the end of the hose, turn it on stick the hose into the toilet,
or when you get paid buy a chair cane, at a hardware store, there about $10 or so it is a snake wire,
