I'd just leave. You are ONLY 16 thou, you cant really do anything at the age. The most you can do is probably party and get high/drunk, BUT you do risk having problems sneaking back into the house. Your brother could wake up when youre gone, then go back to sleep, and when your parents get home he could ask where you was. I wouldnt even try it.
You do what you want thou, I cant talk. Im 18 and I had to sneak out PLENTY of times before I turned 18 and got freedom.

Would your parents really be proud of you?
Most cities have curfew for under 18 kids. They WILL arrest you, and if your parents aren't home to take you under their care-- you will be held in Juvenile hall until they get back. How would they react if they had to come home, you're missing, and then pick you up at juvenile hall at 6am?
What happens if you get hit by a drunk driver? Who do you call then, cause mummy and daddy wont be around to help you out.
What happens if a party you're at gets raided and you, being underage, go to juvenile hall from there? (Don't think it doesn't happen. Its NEW YEARS.)
Please just ask yourself if all the risks you are taking without anybody knowing your whereabouts are worth the consequences. And what if your little brother decides to get up at midnight and come into your room to tell you Happy New Year to find you, but youre not there?
What happens if your little brother gets hurt, and nobody is there to help him?
What if there is a fire? A burglary (That happens a lot on New Years as well.)
I'm not even a parent. I'm 20. And all these things go through minds of intelligent people.
You need to talk to your parents if you want to do something. I hope these questions remain on your mind for your adventuresome night. These are just SOME of the things that more frequently happen without planning them.

I do this all the time. Here is what you have to do:
1. Tell brother that you feel sick, and that you will be in your room for the rest of the night
2. Lock the door in your room so if he tryes to come in, he can't
3. Go out, but come back in quietly

you want to risk something happening to your brother if you're not there = what if he wakes up and goes looking for you and there's no one home and then he goes outside and gets hurt or kidnapped or worse.
