The answer is neutrons, carbon wouldn't be carbon if it had a proton number other than 6.
A stable electron arrangement is 8 electrons in the outer energy level.

Not protons. All isotopes of carbon have six protons. Think about what else is in the nucleus apart from protons.

Second question: think about which elements are the least reactive.
