Has teen court programs impacted the juvenile justice system?

They're good alternative for what they're meant for - the minor mischief that kids get into.

We've found that teen court juries tend to be MORE strict in assigning punishment than juvenile court. Teens also take the criticism of their peers more seriously than that from some juvie judge.

They are, of course, of no use at all for the real "bad apples" who don't CARE what their fellows think of them. For things like graffiti, minor vandalism, first offense shoplifting, etc, they have an excellent record at stopping recidivism. For gangbangers and the true anti-social element, they're useless.
