Dawn dish soap and rub with a toothbrush, then wash right away. (If you let it set, the blue from the dawn will stain.)

Use your laundry detergent straight out of the bottle (or if you use dry - make a paste with 2 tablespoons water and 3 tablespoons detergent) pour along the line and then fold together and rub briskly for about 20sec. Allow to set for at least 30 minutes then wash as usual. That should fix the stain - to help prevent future ring around the color try using talc on your neck - it reduces sweating and helps keep your collars brighter. Good Luck!

I know this sounds weird, but Dawn dish soap is an awesome stain remover. When my friend first told me this I laughed, but then I had something that I couldn't get the stains out of and it worked. In fact if pretty much works on any stain-I got paint out of my sons shirt with it.
