also, reversed order only counts as one

Depends on what you mean by "mathematical operations"
If you will take factorials and power operations this will work:

(3 + 3^(7-7))! = (3 + 3^0)! = (3 + 1)! = 4! = 24

addition, multiplication, subtraction yet when I do it that way my answer comes out with 23 even though it is the only way that have been given me closest to 24 yet in math extraordinarily much is misguided so i do no longer understand.
