...how tall would you want him to build the fence? Woud you ever assume that the tiger could never escape any fence?

haha. i wonder where you got the idea for this question...

20 feet. but to assume that it can't escape is a bit foolish, no? i mean i saw a cat leap over a baby barricades. it face planted, but it got over.

I'd want him to build the fence so tall that we forget about securing the bottom. That way when it sneeks out i can shoot it and be done with the matter.

If he still refused after I shouted at him to put the tiger BACK in its habitat and thus preserve the species a little bit more, I would make him build a 55-foot electric fence. The tiger would have trouble escaping from there. (Of course, I'd put the neighbor in it, and ship the tiger back myself, but for the sake of the question...)

Well, we have all heard of what happened when an animal excapes the zoo...they can kill. You should never assume any wild animal cannot "get away"...In my town, we have a couple of people who keep such animals and they put them in fences with fence across the top as well...and they raised them from a "kitten" but they are still afraid of the cats power. We cage animals in zoos to "save" them from extinction, I don't believe we should just keep them as pets.
Since you asked this in philosophy, I would say that I am not worried if I think the Tiger can excape, I worry if the Tiger thinks it can...

I would consider either a new neighborhood or a trip to the sporting goods store for a bigger gun.

I've heard that good fences make good neighbors but thats a bit ridiculous. (Tigers shouldn't be kept as pets at all, nevermind in a residential area)
