She's only playing, but the dog is afraid of her.
Declawing is not an option for her b/c my family and I find that inhumane

The cat is actually a year older than our dog. We can't rid of the cat b/c she is my older brother's pride and joy.

Buy Soft Paws claw caps at the pet store and put them on. This eliminates scratching but allows the claws to stretch normally. Keep an eye on them so that when one comes off you can replace it. They last a few weeks or a couple of months, though the first time they may not last as long.
This should level the playing field between the cat and the dog; they both have teeth. The cat knows this, and the dog probably won't have to use his.
And squirt the cat when it misbehaves too.

expensive uncooked, you may try a sprig bottle with water each and every time you notice the cat going after your pug. Is you cat decrease than a million 3 hundred and sixty 5 days of age? if so then he/she continues to be a kitten and it is what kittens do, additionally he/she could be placing the dominance order and is making an attempt to be sure that he/she is the "alpha" animal and in can charge. Your truly will no longer be able to end this on account that it is merely nature yet you're able to be able to nicely be waiting to deter him/her with the help of spritzing him/her with water each time you capture him/her going after the pug. In time the cat will mellow out and in the experience that your cat isn't neutered/spayed yet this too will take a sprint wind out of his/her sail. i wish it is of a few help to you.

Get a squirt bottle and spray your cat each time he/she attacks. Cat will back off in a hurry.
We use the spray bottle all the time. Works like a charm, and doesn't harm them.

Find a way to separate both of them by making sure they are not together.
