Did you mean the AD on the top of blogger ? Go to Blogger > Your Account > Layout > Click and Drag the Adsense TAB to the top.

Do you mean that you want your site to rank top in Google searches for a certain keyword?

If so, concentrate on writing good content, try and build up useful links from relevant sites, let people know about your site - and be patient. It can take a year or more, and only then if there aren't thousands of other sites on the same topic.
