As far as I know, you can't redirect from a non-existent page. You could stick a redirect code on the pages although that would defeat the purpose.

If you're talking about the "Best Of..." questions, you have to ask a notable question. One thing they seem to have in common is the fact that they're questions come up in every day life, but maybe not so many people ask. They also have to be clearly worded and have good grammar and punctuation.
If you're talking about the main list of questions that you see when you click "Answer" at the top, then you need only to ask a question. Whether or not your question appears on the main page is a matter of timing. If you ask a question when few other questions have been asked, it's very likely to appear on the first page. Otherwise, it might get bumped to page 2 or 3.
