As he works in the US from time-to-time, and the $$$ is good value right now, it seems to make sense to buy one in the US, rather than forking out a fortune for one over here. But will it work on a PAL machine?

if ur talkin abt HARDRIVE then YES( u can use an hardrive)

if ur talkn abt GAMES then NO
American is NTSC USA and PAL is ...... dunno
but u can buy MULTI-SYSTEM games too........

BTW make sure ull use power converter
coz NTSC USA is 110volts

Not sure. All I can give you is one anecdotal story that says it might.

CheapyD of www.cheapassgamer.com moved to Japan and took his American 360 with him. When it died, he bought a Japanese 360 Core model and put the old American hard drive on it. He said it worked just fine.
