Personally I'd say the one that plugs into the wall and you can't take with you.
As for which is best FOR YOU...
That breaks down to FEATURES and PRICE.
Take the phone that has the best features for the price. If both are $25 a month for the phone and your plan, and phone "a" has all the fatures you want, take it. If each has features you want, but not all the features you want, and don't share many in common, go for the one that has the features you absolutely must have. If you're a big "texter", that means the one with the best "keyboard." ... etc.
