I am running VIsta 64bit with 4gb memory what is the best way to utilize my ram and is there a way to increase ram used by programs? Thanks

Getting rid of Vista for XP or Linux would be your best bet if you want it to be more memory efficient. In reality though, 4 GB is more than you'll probably ever need even with Vista being the biggest resource hog it can possibly be.
