London low Emission Zone?

I have just driven London bound on the A3 and just before the M25 interchange, a new sign has appeared that says "London Low Emission Zone at Malden Junction, commencing on the 4TH Feb. 2008". Can anyone explain?

vans and lorries have to comply with the new emissions regulations starting from febuary 08 and certain other commertial vechicles from 2010
