Look, I know it seems really unfair right now but, its the best in the long run of things( I know you don't want to hear that). Even if you are responsible enough accidents happen! Believe me I know...
If you wait in a few years you can have a job and then be able to buy things like I don't know gas...because I'm pretty sure your parents wouldn't buy you every tank. Good things come to those who wait. Like I said I know you don't want to hear that but, to understand that you need to show your maturity and get over it for now and wait till you can get your learners permit!

My dad told me I could be a responsible driver if I got a job to pay my own insurance. When you can do that, you begin to show the necessary level of maturity. At age 13, finding a job shouldn't be on your mind, though. You need to concentrate on hitting the books for a while yet. You are merely feeling a little something called hormones. At age 13, your body is undergoing its final stages of development heading towards your last growth spurt and it is your body chemistry that makes you itch to be moving on your own. It gives you the illusion of maturity. But feelings of maturity are just that - an illusion. Maturity comes from recognizing responsibility and acting on it. Not a matter of feelings, but a matter of your actions in response to situations. So wait for the time when your local laws say you can get a permit. That would be a more mature action.

I know how you feel...Still just a month ago I saw a 16 year old boy who had been showing off to his friends crash, killing one, and seriously injuring 3 while he walked away... 2 weeks ago in my area a underage driver killed himself and 4 others. Since the government pays for the highways, they control who rides on them.

I watch 16 year old kids pulled out of fatal accidents all of the time and all of them thought they were old enough to drive. Being tall enough isn't the only reason to wait to be able to drive it is all about maturity. I have traveled to other nations that wait to until 18 to let people start driving and you know what happens...less kids end up dead on the road. Driving will come but don't rush it.

There's a reason the law is what it is. You see it form only your perspective, but many accidents happen from young drivers. Don't rush it, once you get behind the wheel, you are responsible for the lives in the car with you and any that you may hit.
That's too big a responsibility for a 13, 14 , 15, and many 16 year old.
try and be patient.

you may be responsible enough or not. however even if you are we have to have a law out there for the many people your age that are not responsible enough to drive cautiously.

Responsibility and maturity comes with age and experience.
Despite what you see in yourself, you're limited to the experience and maturity of a 13 year old. Placing you in a 2 to 3 ton vehicle that can move at excessive speeds would be dumb... and dangerous idea.
