1~Yes it is legal.
2~A Moroccan should enter Morocco on his/her Moroccan passport or carry there Moroccan ID card, this would be the normal/standard thing to do even if one holds a passport from another country.
My husband is a citizen of Morocco and USA and travels out of Morocco often for business. He used to bring both passports (because he had lost his ID when we lived in the states) though the Moroccan one can't get him into any of the countries he goes to without a visa the USA one can. He would re-enter Morocco on the Moroccan passport because entering on another countries is actually a visa being issued right then which he doesn't want or need as a citizen.
Now we live in Morocco so when he leaves the country he carries his ID, again because of the Moroccan visa issue.....he doesn't need one.

Yes, it is legal. If your US passport says you were born in Morocco you should have an ID card that will provide the customs your police records. The Moroccan consitution states that if you were born in Morocco all laws apply to you, even if you are a citizen of another country.
