I just took a mobile plan that says 'call charges at 30-seconds block' but dont know what it means. Can someone explain? Thanks.

It means if you make a phone call (or receive a phone call) and the conversation lasts only 10 seconds, they will bill you for 30 seconds, or 1/2 a min.

If you make a phone call that lasts 12 min and 35 seconds they will bill you for 13 mins... they always round up to the next 30 second mark.

30 second billing isn't bad - most phone companies do it in 1 min blocks - always rounding to the next higher min.
