Yes, it does. There are enough minerals in the milk for it to conduct electricity. I don't know if there is a difference in how well off milk conducts electricity when compared to on milk.

Milk is effectively water with a fat solution suspended in it. So yes it will conduct electricity.

The simple answer is yes. Milk contains water and water is a conductor. Air is also a coductor, it conducts electricity better in wet/damp conditions.

Do not know what 'off milk' is but if it is liquid then yes it will conduct electricity.
