It actually sounds like you're fine. As long as you're able to retract your foreskin back enough where the glans (penis head) can be entirely exposed, then you should be okay.
What you're describing is your frenulum, that band of tissue that basically keeps your foreskin tethered to the glans. It prevents the foreskin from going too far back. In some guys it can be too short, making it difficult to pull back the foreskin far enough. This is called frenulum breve.

The piece of skin is probably the frenulum. It's meant to be there and keeps the foreskin attached to the head. So don't pull it too far. It's not meant to go that much further than seeing the whole head anyway. If you think it's tight then this link will help http://w3t.org/u/6gat but to be honest you sound normal.

I think that if it has been like that, and you haven't got issues during intercourse, ejaculation or pee, and it doesn't hurt or brings any kind of trouble, then it's just probable your natural architecture.
