To generate Electricity you need to convert mechanical energy into electrical energy. Normally in Dams or reservoirs the water is at some height so it has some potential energy in it. This water flows through pipes in free flow and drives a turbine which is several metres below the dam.
This turbine provides mechanical power input to a generator and the generator converts it into electrical energy.
In case of sea water, first you need to rise it to a hieght and then only it will have potential energy(mgh) which is converted into kinetic energy (1/2 x mv^2) in free flow, and it drives a turbine at the bottom of the dam or reservoir.
The task of taking sea water to a height itself takes more power(energy).
But in some geographically special regions there is variation in sea water level during day and night or during some other occassions.There we construct tidal power plant and can generate power.

the reason we make electricity from rivers is that water is flowing. in case of sea, the movement of water is deep inside, so even if we plan to utilize this movement, it will cost a lot

the only way you could make sea water a fuel source would be to slipt the oxygen atoms and the hydrogen atoms bound to each other in the water molecule. however, water is a non renewable resource, therefore, we'd be back to the same issue ... what happens when the water runs out ? Unless you plan on creating water from these molecules then water becoming scarce becomes a real problem. Hope this helps.

It can. Tidal stream systems make use of the kinetic energy from the moving water currents to power turbines. Its just not widely used yet.
