Does your PC have more that 2 monitor socket ? Is the video card a "dual head" model ?
If YES to either it could be the other output is the primary one.

Also did it ALWAYS do this, or did it change ? If change, did you do something on PC when it changed ? New video card ?

If you use an add in card and the system has "onboard" wheck the "onboard" one is disabled in Bios

some monitors go straight into sleep mode if they don't detect a signal. there's nothing wrong with your equipment.

If you have Dual display (Two sockets on your graphics card) make sure you plugged into the primary display socket.

Newer Monitors that support Power Saving require that a signal be sent from the graphics card to the Monitor so that it can come out of power saving mode (orange light on the LED - located on the monitor) if your computer sends the signal when the monitors powered off it will miss this signal and could be the cause of your problem. (Usually however the signal is sent again when Windows Boots up and changes the refresh rate of the monitor =/ )

Never heard of such a thing. It shouldn't matter what you switch on first. You should have someone take a look.
