I'm happy to pay for it, but since Napster's demise I don't know how to search for and download tracks without subscribing. Can't I just find what I need and buy it?

Walmart has lots of stuff in WMA format but not much in mp3. Rhapsody claims to sell tracks but seems to be mostly streaming.

Most want a subscription.

Where to go to sample so as to find right cut, pay for mp3 online, and remain free of the trap of having some faceless thing taking $15 every month our of one's bank account?

Maybe Amazon. I believe that I have seen something there about buying music. There is also a site where you can get free audiobooks to download. These are things that the copyright has run out on, but the selection is huge.
I have provided the link, and they seem to have music as well.
