Yes this happens all the time.
Look at what happened in Panama in 89', they put their puppet Noriega...CIA funded. Then he went on a drug spree, took total control of Panama. Then the U.S invaded to "free us" totaling over 4,000 innocent civilians. I was there, i lived it.

Not that I particularly think Bush isn't capable of it if he felt it suited his purposes I do have to point out that Bhutto was a Pakistani...not an Afghan.
So since killing a Pakistani probably wouldn't have much effect on the situation in Afghanistan I'd have to say...no.

Anything is possible, but if Bush is behind it, he's not the only one. Also, it seems like you already have your mind made up, are you actually looking for opposing views or are you just venting? I am far from a Bush supporter.
