I want to limit 1 other computer's internet access by speed by using a program you only need to use at one end (without a client). i have a broadband modem 4 port ethernet with 2 pc's accessing it (me and the other pc-- both very decent gaming computers). Is there a program to do such a thing??

The only way to do this is at the router. Routers that support QOS have the ability to "set" the communications speed. Otherwise it has to be done at the client end. (The control has to be done "IN THE PATH" meaning a switch, router, or gateway computer to interrupt the path and limit the speed.)
Routers or switches that do this are alot more expensive than the ones you get at your local computer store.

There are some upgraded software/firmware for many routers that allow the limiting of speeds if your router supports the change. One of the more popular ones is http://dd-wrt.com the DD-WRT software. It does allow the ability to limit an IP or certain applications etc. The software works on most routers that use the GPL Linux systems at the core... like many Linksys, Buffalo, etc.

The other way to do this is to "route" all the internet through ONE control computer (need two network cards on that one one for the internet connection and one for all clients) then install software on that machine to set the limits for the other machines! You can do this with an OLD machine running LINUX and all machines on the network connect to it then to the internet (it basically becomes the router.)
