It's complicated and goes as follows, there are more after this but I'll stop where the tie was broken
1) Conference record - EQUAL
2) Head-to-Head games - NONE
3) Games they had played against the same teams (there have to be at least 4) - TITANS HAD BETTER RECORD
Divisional games doesn't come into it due to the different strengths of the Divisions
See http://www.sportsline.com/nfl/standings/playoffrace/tiebreakers-explanation for full tie-break details

They never played head-to-head. Tennessee and Cleveland aren't in the same division so division wins don't matter. They have the same conference record, so Common games is next and Tennessee had the edge in that. Had Tennessee lost to the Colts and Clevelend lost to the niners, then Cleveland would've made it because the Titans' conference record would be worse because the colts are a conference opponent.

Well Browns lost to Cincinnati Bengals when they could make the playoffs. Since they lost to that crappy team, they put there self in the situation they did yesterday. They had to win and hope that Titans lost to the Colts. Everyone knew without there starters the Colts really suck!

You might be right. Tennesee won whatever the tie-breaker was. I'm not sure if it was division wins or common opponent wins.
