Yea, that's the acronym. However, he has been a Republican for 10 terms in Congress, and only been Libertarian for a year or two in the past. Oddly enough, most of the other Republicans running don't resemble what the party should stand for even more.

It means he has a single horn growing from his head. This is notable because most politicians have two.

But really it means "republican in name only" - it's kind of mocking, meaning that he's gone so far to attract votes that he's basically abandoned traditional republican ideals.
