The amount of water given is important. For my Biology class, we each had ten seeds, and we spaced them out on a square of cotton, which was placed in a petri dish, but we weren't allowed to completely soak the cotton, only wet it a little, until it's moist, but doesn't leak. And our roots grew around 7 cm, but this was in the course of a week, so be patient. Also not everyone's grew that much, and some didn't at all.

Just give it more time, it's still 22 hours. Usually it takes 1 to 7 days depends on the seeds. Different seed has different germination time. Also some seeds need light to germinate and some don't.

Lay the seeds on wet paper towel in a Clear plastic bag, Sunny South window. You should see sprouts in 3-7 days.
