By quality, do you mean technology or programming?
The 90s for programming. (Must See TV, Thursdays)
The 00s for technology (high def).

90S def although we now have the show "heroes" to love. The "00"s have been dependent on reality tv, we're all like peeping toms now. I miss the good old days when writers had to actually think to produce a television show. And if you take a look at whats playing in the movies now they're bringing back the old stuff like Alvin and the chipmunks, Teenage Mutant Ninja Turtles, and so on. I vote 90s for the better quality TV programs.

Legends of the Hidden Temple
GUTS
Doug
Are you afraid of the dark
Hey Arnold
Rocco's Modern Life
Kenan And Kel
All That
etc etc

70s or 80ss.. Beyond that the quality of tv has declined and the language and sexual content are offensive. And that is just in the commercials!
