Technically..no. However there are a number of logistical ramifications that are involved. And must be considered if the transvestite is to "make a game" of it. Proper foot wear is a major consideration. While high heels are somewhat of a deterrent, the ease of removing them and changing into a more "manly" style would be difficult while exchanging volleys. Now, the bra can be kept on, as long as it's a sports style bra and the white top and stylish white shorts can be styled as a more uni-sex look.
So, to answer you question, a transvestite does not need another partner as long as he/she maintains a proper and easily changed style of clothing.
