Robert Deniro's character is named Jimmy Conway in the film, however the real life name was Jimmy Burke (the name was changed because his daughter was asking for money for the name to be used). That said, if you look on wikipedia, Burke was reported to have attempted to plan Karen Hill's kidnapping. I think Goodfellas was portraying that event, while at the same time making you think she was going to get killed or she was very paranoid.

I think the point of that scene was to illustrate Karen's paranoia, so whether or not Jimmy was really going to have her killed is irrelevant imo.
That said, I believe he was going to have her killed.

One of my favorite movies! I think it's implied that Jimmy was going to have Karen killed, but you just kind of have to figure it out for yourself.

Let's say "probably yes" - although it's not certain. I think the movie's definitely suggesting it, but the main purpose of that scene is to illustrate Karen's coke-fueled paranoia.
Then again, Henry's coke-fueled paranoia about the helicopters turned out to be right!
