someone that doesnt have a "backbone".. meaning they cant stand up for themselves.. and the "jellyfish" part means they let people walk all over them and they are a really soft person (meaning you are easily upset and people tell you what to do)

no. that is a redundancy. If you are spineless that already means you let people walk over you. You don't need to say jellyfish. Maybe if you were trying to infer the person had a stinging personality lol

It*s an insult.
All jellyfish are "spineless" (invertebrate, no backbone) alluding to a lack of courage. Jellyfish also don*t have much of a brain.

A jelly fish can only float with the tide.

It is used as an insult for someone who has no opinion but that of those around her/him.

Such people change with the wind, and equally variable in opinion and promises. They are not to be trusted.

Someone who doesn't stand up for anything... and just lets other people take them wherever the other people want them to go.

Just guessing from what I know about spines and Jelly Fish...
