Apply for a position as nanny or au pair with a family who goes to Europe.
You get to see all, but you can not party.

Some travel companies have a special deal where they let you travel for free if you organize a tour group. If you get a certain amount of people to go with you (say, 6 or so) you get to travel for free. If you are good at organizing and getting people rounded up, this just may be your ticket! I have a friend who does this almost every year. She loves it.

Let me give you a budgetary target.

I flew dirt cheap from Houston to Frankfurt to Edinburgh and returned Frankfurt to Houston - 2 people $ 1485.00

Britrail and Eurail passes I traveled 1400 rail miles - 2 people $ 1325.00

You can wing-it on some things but you can't avoid transportation. Figure it out!

Good luck!
