This should work the same way it does on a standard keyboard, using the ALT key plus the numbers:
ALT + 0241 = ñ
ALT + 0209 = Ñ
The above works on Windows.
NB (re not being able to do this on laptop): Most laptop keyboards include a numeric keypad which is accessed via the Function key as long as your NumLock is engaged. For example on my laptop I press ALT+FN+MKUJ which achieves the ñ.

When I spilled soda on my laptop this is how I fixed it. - Carefully take the keyboard out. You''ll probably need to take off the top plastic cover, and look where the keyboard is plugged into the laptop to disconnect it. - Get some distilled water from the grocery store. Pour it slowly over the keyboard to wash out the spilled stuff. Distilled water is a must because you're dealing with electronics. - Let the keyboard dry out completely. - Put it back into the laptop. If that fails replacement keyboards are usually pretty cheap. It worked perfectly for my spilled soda though.

you just have to press alt+164 for ñ and then alt+165 for Ñ on numeric side of a keyboard with numbers and letters like this one

You can't. Unless you have a numeric keypad installed. I'm not even sure it'll work then, but I know it will not work using the numbers across the top of the laptop.
