At a pH below about 4:

2 Al(OH)3 (solid) + 3 H(+1, aqueous) ---> 2 Al (3+, aqueous) + 3 H2O

At a pH over about 10:

Al(OH)3 (solid) + OH (-1, aqueous) ---> Al(OH)4 (-1, aqueous)

With an acid:
Al(OH)3 + 2H3O+ --> [Al(H2O)6]3+

With a base:
Al(OH)3 + OH- --> [Al(OH)4]-

Note: Al(OH)3 is in the solid phase.
