You can't force a paranormal experience to happen to you - it will just happen. The best way to have a paranormal experience is to just not try to make it happen at all and to be patient and keep your eyes open.
Also, don't expect it, either, as a paranormal experience always occurs when one is not expecting it to happen.
To experience ghosts, think of somebody that you knew who has passed on and mentally project the thought of receiving some kind of a message or a sign from that person to let you know that he/she is okay on the other side.

You can not just 'experience' the Paranormal. You either have the 6th sense were you are visited by ghosts, demons, spirits, poltergiests, ECT...Or your house is haunted by someone you know or a loved one who had recently died.

You might be waiting a long time. It depends a bit on your curiosity as well. I'm the kind of person who likes to get up and investigate, but the downside with that is when I investigate, I end up finding real-world mundane explanations for things that others might want to chalk up to paranormal.
But just as a common sense kind of suggestion, the more unfamiliar places you go to and spend time in, the more likely you're going to experience, hear or see something that you don't understand. Sitting in one familiar place expecting the spooky things to come to you is not very practical.

You can't 'just' experience something,you have't to be in the right place at the right time,sit in a known haunted location and see if you experience something,you may or you may not experience something.

Without drugs? One way to do it is by fasting. It is not guaranteed, but many native American tribes and other Aboriginal tribes around the world practice fasting as a way to induce visions and other "paranormal" phenomena. One of the "Yoga Sutras of Patanjali" states basically that when you have reached the highest level of vibration by meditation, you will have spiritual experiences (which most would consider paranormal) regardless of your belief system. So you might want to learn some form of meditation. Your results will not be anywhere near instantaneous, but if you stick with it, you may be very surprised. I was.

I'm pretty sure you can't. If you want to in general try looking for local Paranormal Investigators and see if you can go out on an investigation with them. They would probably be happy to have you along =).

Get alot of books and read about it, learn to meditate and read taro cards, light lots of candles and burn incense, write down your dreams and play guessing games to test/ train your ESP ability's (like guess what color I'm think of or roiling a dice and predicting the number it lands on). Once you start paying more attention to these things you will be open to the paranormal experience and re-learn to see things differently, its like you are training a part of the brain muscle that you never use. We call it paranormal 'cause we are not used to it but it may in fact be more normal then we think. We just have trouble seeing it cause we humans think too much and never exercise our 6th sense.
Also in many cases you wont see it till you believe it... bla bla bla.
