You can't attend law school in America without a bachelor's (four year) degree first. ACT score won't help you, some colleges won't even accept ACT scores for undergraduate applications so you'll need to take the SATs if you don't have a college degree.
If you haven't been to college yet you need to do a bachelor's degree first, then take the LSATs (law school entrance exam) your senior year of college before applying to law schools.

A 23 is not a good score.
You need to have a 4 year degree before you can go to law school.

The ACT is for admission to an undergraduate degree program, but law school is a a graduate degree. You can't go to law school until after you finish your undergraduate education, so I'm not really sure what you are asking.

23 score is low for ACT
But if you're looking for a law school, try getting a better score, talk to your school counselor, start visiting colleges, you will also need to take the LSAT.
There are many good law schools in America: start with the northeast part of the States (Massachusetts, NY, PA)
westcoast (California) to name a few.
