Generally, these attributes are destructive rather than constructive. As such, they are negative with relationship to the human community.
Whether they are intentional is irrelevant, their existence usually have a negative affect.
Of course, there are always exceptions.

cowardice opposite to courage
arrogance opposite to humble
stupidity opposite to smart clever
once we know the concept what is good and what is bad and everything have an opposite and through experience in life we knew that these characteristics are negative and one if he try to act stupid and be coward and arrogant he will feel really the impact of other people upon him and people will be away from him and no one will talk to him accept those who have the same characteristics and here the proverb say ( birds of feather flock togather)

It's hard to think that one person can carry all and more of those attributes or traits!!! No one and nothing is to be dismissed at once or are negative. There's always good and bad in all. All those you mention are necessary... and they don't all fit in the same sac... Stupidity: think of stupor, it's more close to a malady, that you can cathc. So, I'm showing you that I don think that all this is negative. One must opens ones eyes and look further... Take care!

I think that these characteristics being unfavorable for a smooth and prospering society or community is a matter that comes later..... first of all these characteristics in an individual harm his own self in different ways such as inability to face problems and solve them or lack of proper knowledge and understanding to take right decisions or ending up taking undue risks that can backfire due to overconfidence etc. etc.
These are therefore negative characteristics even purely from the individual's point of view... one who has these traits invites disadvantage and unfavorable situations for himself.

Cowardice is good for serving The Establishment loyally and can also save your life by making you avoid or run away from dangerous situations. Stupidity is also good for The Establishment because stupid people make good followers. Also stupidity is good for smart people who want to take advantage of stupid people. Arrogance is good for making people do what you want them to do. All these things are good, so I don't know why you think they are negative.

We all think of these attributes in both forgiving and despising ways, and that is our humanity talking in fine double standard format.
It can be cowardly to walk away from a fight when a bully is taunting us, and that is looked upon as a rite of passage worthy of admiration in a young male child. Good cowardly act? Yes?
In situations where one is ignorant of the cultural and societal norms, we can all act stupidly. Do we tell anecdotes about these situations? Yes? And we repeat the stories again and again.
Arrogance - falls in the same bin. Didnt the etiquette books preach that when in doubt in a new place, always carry your own coat and luggage because who you thought was the butler or servant might be the revered patriarch of the family you are visiting.
These words, are labels. We should always think before using them as it is so easy to use them on ourselves. Too easy.

Cowardice is the inability and unwillingness to fight for what people feel is right.
Stupidity coupled with consciousness results in harmful things being done to others.
Arrogance is the belief that doing things to harm others is one's right.
Thats why those things are viewed as negative, because they're undesirable to a society/ community of people.

We think of these things as a negative because when we meet someone with these characteristics we find them to be rude or mean and not a good person to be friends with ......it also turns us away from them. Making them negative descriptions in society today .
