it is perfectly normal... any angle would be okay...
penises come in highly varied shape, length, size, form, color, and erection angle... dont worry about your angle of elevation (lol)
the most important thing is that you can have erections...

Don't even worry about it, really. EVERY guy is different. There is no " perfectly angled penis". If anything, you are normal, cause at least it doesent point down! AskMen.com said,
"A 180-degree angle points directly up at your chin; a 90-degree angle would point directly in front of you; and a zero degree angle would point directly down out your feet. The average angle is 106.8 degrees."
And as for doing something about it, i don't know. You really shouldn't worry about it tho...

Normal at a young age. As the decades go on, it will point more to the horizontal. Just wait a few years and your 'problem' will start becoming more horizontal.
