I think it depends on how much natural talent you have. There are a lot of actors out there who had "on the job training" and are really good at just being themselves. Others need more help with finding inspiration for different roles. Either way, if this is something you really want, it won't hurt to take classes and casting directors like to see it on your resume. You don't have to have an agent, but it can't hurt. Joining SAG is something you can do once you have a little experience under your belt. If you really want to get a good agent, you'll either have to take some classes or blow their socks off in the reading.

Some people are very lucky or very well placed and have famous relatives.

Most actors work their way into the business, it is a long and sometime difficult path.

SAG and an agent are down the road. Don't even think about them.

If you are under 18 and want to be a teen actor, it will take the full cooperation of one or both of your parents working for that to happen for you. You can't do anything without their signing for you.

In order to join SAG you must have an agent.
In order to get an agent you must have a speaking part in a movie.
In order to get a speaking part in a movie you have to have an agent.

All of the above can be short cutted if you get discovered and hired on the spot.

It's all in who you know.

Good luck.
