If it's a plastic background that's just a sheet of plastic with an image printed on it, you tape it to the back of the tank on the outside. If it's some kind of inside background I've never heard of, then I would say use aquarium silicone to glue it to the inside of a dry tank. I wouldn't put it on if the tank's already full...

If I were attaching the inside background to a new,dry tank I'd use an aquarium seal,one of the silicone products. If the tank is already filled then your only choice would be one of the underwater curing epoxies.
