London and Paris are probably your best bets...I travel to Europe regularly and I always fly into either London (Heathrow - LHR) or Paris (Charles de Gaulle - CDG).
Of course this will also depend upon where you are flying out of the USA...

Once you are in Europe, use RyanAir or one of the other low-cost airlines to get around the rest of Europe.

Again, if you want a sure-bet, fly with RyanAir....they fly all over Europe & Asia, and their rates are so cheap, you won't believe it!

try skysanner.net...it contains heaps of the cheapest airlines.... its primarily better for flying WITHIN Europe than to it, but it gives you some good albeit limited choices for getting there....

Fly to Gatwick is cheaper than Heath and Amsterdam cheaper than Paris !

Try Eastern Europe but wherever you go it will still be pretty expensive.
