We have a nice dinner (with sparkling juice and sorbet for the kids, champagne and sorbet for adults) and play board games while eating party food. I make more than we can possibly eat, because I love to get up in the morning, turn on the Rose Bowl parade, and eat leftover party food.
Maybe it doesn't sound all that exciting, but it's fun enough for us we've done it this way five years running. It's laid-back, inexpensive, and fun. And since I make all my favorite things, it's also luxurious.

my mom has 7 bros and 2 sis so each new year, we go to one of their homes and stay up until 2 or 3 having fun and stuff. When the ball drops, the oldest in the family pops the champagne bottle top off. We do the same thing to apple cider cuz we have some under aged people.
you can do something like that.

Rum-spiked eggnog (unspiked for the kiddies), champagne, blowing up lots of illegal fireworks. Unfortunately, I'm alone this year so New Year's Eve will be spent watching movies and seeing the ball drop on TV.

Goal setting. This is not the same as setting a resolution. A resolution involves changing a behavior. A goal involves enhancing someting you're already working on. It also involves periodic progress checks and course corrections to meet the goals.

Break a pomegranate on the front porch for good luck. I don't know why, it's what we did in Greece for good luck. Cook a foil wrapped coin into a cake. Whoever gets the piece with the coin has good luck all year.

My mom's family used to get together and have a card party (pitch, specifically). They did this for several years, but not the last couple.
