Sorry I don't understand your question. What do you mean by "limited without changing it"??. I run Windows XP Pro.
Are you talking about a software downloader, other then the Microsoft downloader??. (One that breaks up a large file and downloads it quicker??).

Please provide more information about what you are referring to.
Are you saying you have a limited user account on a windows xp machine and are wanting to downloading something? If so, you would need to contact the administrator and have them change the settings for your user account.
